It is not an uncommon thing, so Commander Hastings informs me, for the Postmaster-General to be obliged to convey his instructions to the junior members of his staff in Portuguese or Chinese through the medium of an Interpreter. Such a state of things should certainly be remedied, and the only remedy appears to be to raise the rate of pay sufficiently to induce candidates with a fair knowledge of English and other necessary qualifications educational and otherwise to join and remain in the service.
(b) That 7 additional clerks be appointed, 6 for duty in the General Office, and one for duty in the Registration Branch.
If you approve of the higher rate of pay recommended by the Postmaster-General, these new appointments should be made at that rate.
(c) That in addition to the Chinaman at present in charge of the Post Office Launch, two marine officers be appointed at a salary of $540 per annum each.
(a) That the Compradore's pay be raised from $480 to $720 per annum, and having regard to his experience and the sum of money which passes through his hands annually, I concur in this recommendation.
(e) That the salaries of the two Shroff be increased from $240 to $360 per annum.
6. I also endorse Commander Hastings' recommendations.
